MANILA -- The high-powered electric motorcycles being built by an Ayala-led firm in Laguna will be primarily exported to the European Union, an official of the American EV brand said on Tuesday. 

“In the first few years, the majority of the motorcycles that IMI will be producing for us will be for export into the EU market,” said Zero Motorcycles CEO Sam Paschel.

The EU remains Zero’s largest market for its electric motorcycles, Paschel said in an interview with ANC's "Business Roadshow." 

Zero recently partnered with the Ayala Group's electronics manufacturing unit IMI to launch the first electric “big bike” assembly line in the Philippines.

According to its website, Zero sells a range of electric bikes which have a range of up to 301 kilometers, and are capable of producing 110 horsepower, and hitting top speeds of up to 200 kilometers per hour.

He added that while they see these motorcycles being sold in the Philippines, the company is “not solely reliant” on sales in the country, as these EVs need investments in public charging infrastructure. 

IMI CEO Arthur Tan meanwhile said they see the factory contributing to the growth of the e-bike market, both locally and globally

 “So this is something that we’re looking not just to serve the Philippine market, which is quite nascent, but also the global market, especially out in Europe and rest of Asia," he said.

He also said the Philippines could be the leader in the e-bike industry in the region.

"So being able to make that transition into the electric motorcycle not only cuts costs on the operating cost and the fuel cost that necessary to drive our economy, but also in general, allow us now to become the leader in this segment within the region," he said.

Tan also said the e-bike industry should be seen as a way for the Philippines to "leapfrog its neighbors."

IMI will be assembling batteries, motors, building all the electronics that sit at the core of the operating system of Zero’s electric motorcycle, Paschel said.

Marcos lifts COVID-19 state of public health emergency


President Ferdinand "Bongbong" Marcos Jr. has lifted the State of Public Health Emergency throughout the Philippines due to COVID-19 through Proclamation No. 297.

"All prior orders, memoranda, and issuances that are effective only during the State of Public Health Emergency shall be deemed withdrawn, revoked or canceled and shall no longer be in effect," read the President’s proclamation.

Proclamation No. 297 was issued on Friday but was only made public through a statement from the Palace released on Saturday, July 22, 2023. 

"All EUA (emergency use authorization) issued by the FDA (Food and Drug Administration) pursuant to Executive Order (EO) No. 121 (s. 2020) shall remain valid for a period of one year from the date of lifting of the State of Public of Public Health Emergency for the sole purposes of exhausting the remaining vaccines," it added. 

Marcos also enjoined all agencies to ensure that their policies take into consideration the lifting of the State of Public Health Emergency and to amend existing or promulgate new issuances, as may be appropriate.

Former President Rodrigo Duterte issued Proclamation No. 922, declaring a State of Public Health Emergency all over the country amidst the onset of the COVID-19 pandemic in March 2020.

Proclamation 922 also stated that the public health emergency declaration would remain in force until lifted or withdrawn by the President.

The PCO said that the succeeding Executive Order No. 121 (s. 2020), which authorized the Food and Drug Administration (FDA) to issue emergency use authorization (EUA) for COVID-19 vaccines, “shall be valid only within the duration of the declared public health emergency.”

The latest proclamation, meanwhile, also states that although COVID-19 remains to be a serious concern for certain subpopulations and requires continued public health response, the country has maintained sufficient healthcare system capacity and low hospital bed utilization rates even after the liberalization of COVID-19 health protocols.

Last May, the International Health Regulations (IHR) Emergency Committee of the World Health Organization (WHO) highlighted the decreasing trend in COVID-19 deaths, decline in COVID-19-related hospitalizations and intensive care unit admission, and the high levels of population immunity to SARS-CoV-2.

WHO Director-General Tedros Adhanom Ghebreyesus also concurred with the advice offered by the said committee regarding the ongoing COVID-19 pandemic and determined that COVID-9 is now an established and ongoing health issue, which no longer constitutes a public health emergency of international concern, and advised the transition to long-term management of the COVID-19 pandemic.—Vince G. PLDT gets NTC’s OK to build 2 cable landing stations for Apricot system


Pangilinan-led PLDT Inc. on Wednesday said it has secured a provisional authority from the National Telecommunications Commission (NTC) to construct two new cable landing stations in the Philippines for the Apricot cable system.

The Apricot cable system is a new intra-Asia subsea cable facing the Pacific side of the Philippines.

In a statement, PLDT said the construction of the cable landing stations—in Baler, Aurora and in Digos, Davao—will provide telco carriers new alternate routes that will not traverse the usual West Philippine Sea waters.

The cable landing stations are targeted to be completed by early 2025.

These are seen to further fortify PLDT’s international cable network to deliver higher speeds, lower latency connectivity in and out of the Philippines, and add resiliency to its existing landing stations in Batangas, La Union, and Daet.

“The Apricot cable system’s route ensures a significantly higher degree of resilience. When our Baler and Davao cable landing stations are completed, PLDT will have alternate sites facing the Pacific, making it easier to hook up to data offices in the US,” said PLDT and Smart president and CEO Alfredo Panlilio.

PLDT said the project will augment its international capacity for data traffic, particularly to the US and across Asia and the Pacific, and raise PLDT’s total international capacity to more than 140 terabits per second once fully equipped.

The 12,000-kilometer-long cable system will connect the Philippines, Japan, Singapore, Indonesia, Taiwan, and Guam.

As of end-March, the telco said it has expanded its total fiber footprint to over 1.1 million kilometers, consisting of over 231,000 kilometers of international fiber and over 874,000 kilometers of domestic fiber. — Ted Cordero/BM, GMA Integrated News
